‘No proclamation until after special polls’

DESPITE a 15,000 margin over One Cebu gubernatorial candidate Winston Garcia, the proclamation of Cebu Gov. Hilario Davide III as well as several Provincial Board members will have to wait until all the election results are in.

Acting Commission on Elections (Comelec) provincial supervisor Eliseo Labaria said they were waiting for the transmission of results from the towns of Santander, Malabuyoc and Cordova.

Santander has 11,577 registered voters, Malabuyoc has 12,814 and Cordova has 34,273.

Santander and Malabuyoc have experienced technical glitches in the transmission of results since Monday evening.

A failure of election was declared in Gabi Elementary School in Cordova town due to misprinted ballots in one of its clustered precincts.

Labaria said due to the transmission glitch, the SD card of every vote-counting machine in Santander and Malabuyoc towns totaling 45 have to be manually uploaded to the consolidation canvassing system (CCS) machine at the municipal canvassing center, which will take two to three hours.

From the municipal canvassing center, the results will be electronically transmitted to the Provincial Canvassing Board.

The manual uploading of results by the municipal board of canvassers of Santander and Malabuyoc will start once they convene at 4 p.m. today.

In Cordova town, 336 out of 772 voters were allowed to vote in another precinct in Gabi Elementary School using spare ballots. A Comelec en banc resolution called for a special election for 436 voters tomorrow.

Even if the results from Santander and Malabuyoc will be transmitted today, the proclamation of the winning gubernatorial candidate will still be delayed until Cordova transmits its results.

But Labaria said once the results from Santander and Malabuyoc come in, the board can proclaim the winning PB members of the second and seventh legislative districts.
