ONLY two out of 29 candidates that ran in Mandaue City in the May 9 elections filed their statement of contributions and expenditures (SOCE) as of 3 pm Tuesday, a day of tomorrow’s deadline.
One Cebu’s Mandaue mayoral candidate Emmarie “Lollipop” Ouano-Dizon and running mate Beethoven Ceniza Andaya filed their papers.
In her SOCE, Dizon spent P555,185.02 and received “in kind” contributions from other sources like campaign streamers, tarpaulins worth P116,420.00
Andaya spent 67,776.00 which was mostly spent on stationery, printing and distribution of printed materials. Those who fail to submit their SOCEs will be fined and barred from taking their oath of office.
Under the Commission on Elections (Comelec) Omnibus Rules and Campaign Finance Resolution 9991, Section 11, both mayor and vice mayor will be fined P20,000 for the first offense and P40,000 for the second offense.
The city councilors will be fined P15,000 for the first offense and P30,000 for the second offense.
