LABANGON barangay councilman Rodolfo Tabasa returned the Toyota Hilux vehicle issued to him by the outgoing Rama administration at 9:30 a.m. Monday, two days after he was arrested and jailed on carnapping charges.

In returning the vehicle, Tabasa said he complied with the recall order issued by Cebu City acting Mayor Margot Osmena lest he be imprisoned anew.

Tabasa was jailed at the Cebu City Police Office cell after being brought in by personnell from the General Services Office from his home in Labangon.

Councilors identified with outgoing Mayor Michael Rama denounced the “citizen’s arrest” saying the GSO personnel were accompanied by police.

Councilor-elect Joey Daluz said the arrest was a concerted effort while Councilor-elect Jocelyn Pesquera said she will file kidnapping charges against Osmena and GSO personnel Kenneth Amor and Rafael Cabunilas and GSO chief Ronald Malacora for the arrest and detention of Tabasa.
