CCMC construction work stopped

Cebu City Acting Mayor Margarita Osmeña has ordered the suspension of construction work on the new Cebu City Medical Center starting Monday after it was found out that the building project has no building and business permits.

Without these permits, the construction of the CCMC is somewhat not legal; and, thus, the need to process the necessary documents, said Osmeña after last Friday’s meeting with the Office of the Building Official (OBO), City Engineer’s Office, City Planning and Development Office, the architect and the contractor of the CCMC project — Manila-based CE Padilla Construction.

The construction for the new CCMC started July 2015 and the building application for the building permit was received by OBO November last year.

“What happened after that I cannot tell you because nobody could tell me. Tudlo-tudlo man. And it’s not clear. It’s very hard to pinpoint why there is no business permit,” she said.

JUNE 29 DEADLINE

But a representative of the contractor, however, assured Osmeña that the required documents would be submitted by the end of the month.

“The contractor showed us what stage the construction is — the work is about almost 40 percent. And they said they are ahead of schedule. They also set their deadline for all the necessary documents and corrections, to be submitted on or before June 29,” Osmeña said.

Josefa Ylanan, officer-in-charge of OBO, said that minimal corrections of the site development plan will be done by the architect and the city engineer.

She was referring to the lot encroachment problem of the CCMC fronting Panganiban Street where one of the building’s foundations and the fence were found to be encroaching on an adjacent lot.

Ylanan, however, said that the contractor’s representative claimed to have corrected the problem and implemented a “setback,” but what they showed during the meeting was the development site plan, which still showed the encroachment.

“Gamay ra man ang corrections buhaton (We only have minimal corrections). So with that correction to be done with our surveyor, the exact location gyud ba with exact measurement,” she said.

That survey will be the basis of the revised site development plan of the architect and contractor.

With this situation, in the meantime, the vertical construction will be stopped, she said.

With the construction work stoppage, Ylanan said, the contractor would need to refill excavated portions in the site so these would not create problems especially as it’s the rainy season.

PREP WORK

Osmeña, however, said that the contractor would not fully stop the construction, but they would do the preparatory work.

“They asked permission to do work like mixing preparation — prep works so as not to waste time. And what I ask them to do is to prepare a detailed list on exactly what they are going to do so we can give them permission to do them,” she said.
