THE second term of Cebu Gov. Hilario Davide III will see some changes in the departments at the Provincial Capitol.
At least five new department heads will be installed come July 1 in a minor revamp which was announced by Davide in a press conference yesterday.
DYCM radio announcer Jason Monteclar will be the new Public Information Office (PIO) head, while current head Ethel Natera will be working with the newly created Cebu Provincial Anti-Drug Abuse Office (CPADAO).
“Ethel, I think, is interested with the newly created office on drugs. But it’s still tentative,” Davide said.
Current Cebu South Bus Terminal (CSBT) operations manager Ramon Dumayac will be named provincial accountant.
He used to be the assistant provincial accountant prior to his transfer to the CSBT.
Dumayac will be replaced by outgoing Cebu Provincial Anti-Drug Abuse Commission (CPADAC) executive director Joey Herrera.
With the creation of the CPADAO, the CPADAC will become only a recommendatory and policy-making body which, in turn, will dissolve the executive director position since there will be a CPADAO department head, Davide said.
Outgoing Provincial Board (PB) member Carmen Remedios Durano-Meca will be the CPADAO head.
Dr. Rene Catan, an orthopaedic surgeon, was named by Davide as the new officer-in-charge (OIC) of the Provincial Health Office (PHO) focusing on hospital management and administration. Catan is currently a consultant of the Capitol on health.
Current PHO head Dr. Cynthia Genosolango will still be at the PHO but will be focusing on public health program.
Davide also announced that Baltazar Tribunalo Jr., who is the interim OIC of the Provincial Environment and Natural Resources Office (PENRO), will continue to head the office for three months. Tribunalo heads the PENRO in concurrent capacity as he is also the head of the Provincial Disaster Risk Reduction and Management Office (PDRRMO).
But Davide said he is eyeing PENRO legal officer Ahmad Clay “Ace” Escolar to be the permanent head of the PENRO eventually.
In coming up with reorganization, Davide explained that there was a thorough review of the performances of the heads in the past three years as well as their relations with other offices and the employees under them.
