CEBU CITY, Philippines — Indigent senior citizens seeking to avail of the government’s social pension must undergo a formal application and screening process. Authorities also emphasize that the benefit is not automatically granted.
The Department of Social Welfare and Development (DSWD) said the monthly social pension—set at P1,000 under Republic Act No. 11916—is reserved for the most vulnerable elderly and is subject to strict eligibility checks, validation, and periodic review.

Who can apply
To qualify for the DSWD Social Pension Program, applicants must meet all of the following conditions:
At least 60 years old
Frail, sickly, or with disability
No permanent source of income
Not receiving any pension from the Social Security System (SSS), the Government Service Insurance System (GSIS), the Philippine Veterans Affairs Office (PVAO), or similar institutions
Without regular financial support from family or relatives
The DSWD stressed that failure to meet any of these criteria may result in disqualification.

Where to apply
Eligible seniors may file their applications through local government offices, including:
Office for Senior Citizens Affairs (OSCA) in their city or municipality
