Cebu Governor Hilario Davide III, in a letter dated November 29, asked the provincial board to grant him the authority to enter into a memorandum of agreement (MOA) with Cebu City on the province-owned properties covered under SP 93-1.

The said MOA essentially covers the land exchange agreement between the province of Cebu and the City of Cebu.

If approved, the city will swap a portion of lot in South Road Properties (SRP) at the back of SM Seaside and block 27 in North Reclamation Area (NRA) for lots located in barangays Kamputhaw, Capitol Site, Kalunasan, Busay, Luz, Lahug, Mabolo, Apas, Lorega, Kasambagan and Tejero in Cebu City.

In November 25, Cebu City Mayor Tomas Osmeña told reporters that the 93-1 land swap deal with the Cebu Province, through Gov. Davide, is expected to be settled this Friday, December 9,  in time for the Urban Poor Solidarity Week celebration.

Osmeña assured all the occupants of 93-1 that they would receive a “very nice Christmas gift” from the city.

While the MOA would still have to go through the City Council, Osmeña said the process would be faster if it would be signed first by him and Gov. Davide.

Provincial Ordinance No. 93-1, which was approved in 1993, covers 51 hectares of province-owned land that are occupied by city residents. These are located in Barangays Kamputhaw, Capitol Site, Kalunasan, Busay, Luz, Lahug, Mabolo, Apas, Lorega, Kasambagan and Tejero.

Solving the 93-1 lot dispute was among the issues that Osmeña promized to resolve during the campaign period.
