A P1-billion budget from the Japan International Cooperation Agency (JICA) will be used to develop a septage treatment facility in a land under the 93-1 lot swap agreement.
Gordon Alan Joseph, co-chair of the Metro Cebu Development and Coordinating Board (MCDCB) said the Japan International Cooperation Agency was planning to develop the septage treatment facility in the city-owned abattoir at the North Reclamation Area (NRA).
“What is happening is that all the waste is polluting our water supply,” he said during the first semester meeting of MCDCB yesterday (Monday) at the Capitol’s Social Hall.
Joseph cited that at least 70 percent of households in Cebu do not have septic tanks or the right tanks, resulting in the waste disposed directly to bodies of water.
While, Cebu Provincial Gov. Hilario Davide III said the city’s slaughterhouse which is about 2,476 square meters, is included under the Provincial Ordinance 93-1 land swap deal with the Cebu City government.
“That is one of the properties nga ihatag sa city sa province,” Davide said.
The Capitol and Cebu City government have signed a memorandum of agreement (MOA) in 2016, resolving the 93-1 lot dispute issue.
Davide said they had yet to receive the deed of donation from the city to have the city property be given to the Capitol
“Ang kulang na lang gyod na (What it lacks) is the deed of donation as part sa among (of our) arrangement with Cebu City. Once ma-execute na sa city, we can have Jica himoon sa ilahang (start their) development,” Davide said.
Joseph said the construction of a sewage plant is targeted to start on the first quarter of next year.
