THE Cebu Provincial Health Office (PHO) has already selected a contractor for the planned purchase of a Computed Tomography (CT) Scan that is intended for use at the Carcar City provincial hospital starting next year.
But their choice of service provider is not necessarily the lowest bidder, said PHO head Dr. Rene Catan.
“The lowest bidder dili mo sud ang iyahang specs (specifications) sa among gipangayo,” Catan said.
Capitol allocated a total budget of P24 million for the purchase.
A total of two suppliers sent bid documents to the Provincial Bid and Awards Committee (BAC) to offer their services to PHO.
Philips offered the lowest bid of P22 million with a three-year warranty, but PHO chose Grandsol, the second lowest bidder that made a P23 million bid offer.
Catan said that Philips already sent him a letter asking him to reconsider their selection of the second lowest bidder.
But he insisted that the first supplier failed to meet their requirements.
Catan said that a team of experts assessed the performance of the machines being offered by the two suppliers before they endorsed their choice of supplier to the provincial BAC.
