Cebu City, Philippines—A body of a man was found in Sito Buli in Barangay Cansomoroy in Balamban town, western Cebu on Tuesday night , August 20, 2019.
Balamban Police, headed by its chief, Police Major Christian Tores, identified the victim as Armando Oppus, 34 years old and from Davao City.
He was found tied up, wrapped in a cloth with boxer shorts also wrapped around his head. Balamban police found his car in the nearby Barangay Sunog in Mt. Manunggal.
Police are still working to determine the exact cause of death of the victim and the motive of the killing. /bmjo
