Restrict HPG cops to camp – Carillo

CEBU City Councilor Gerardo Carillo is asking PNP Director-General Alan Purisima to put under camp restriction the four officials and personnel of the regional unit of the PNP Highway Patrol Group (HPG) implicated in the ambush-slay of lawyer Noel Archival and two others.

He said the suspects should also be made to surrender their service firearms for ballistics examination.

Carillo, a lawyer and close friend of Archival, delivered a privilege speech before the City Council yesterday. He is also calling for an inventory of all vehicles impounded in the HPG headquarters in barangay Lahug in Cebu City.

While he commends the National of Bureau of Investigation (NBI) and Task Force Archival for having found leads on the murder of Archival, he said the two agencies should continue to pursue their investigation until the mastermind is identified.

“Archival had been filing a series of administrative and criminal cases against HPG officials and personnel for extortion and abuse of authority,” said Carillo in his speech.

Carillo also mentioned the red Toyota Vios sedan found in the HPG impounding area. The NBI, with a search warrant, recovered the car as one of the getaway vehicles used by Archival’s killers.

“This situation is mind-boggling,” said Carillo.

He said that while police officers are supposed to be sworn to uphold the law, “these are now the same police officers charged of a heinous crime.”

The NBI is preparing to file murder charges against the HPG personnel for the lawyer’s death.
