CEBU CITY, Philippines – The arrest of a youth leader in a buy-bust operation on Wednesday morning, February 19, 2020, was an indication that the city’s anti-drug campaign was far from over, said Talisay City Mayor Gerald Anthony Gullas.
“I am shocked and also saddened that a barangay official, particularly someone who represents the youth, was caught in the operation. But again, no one is above the law,” Gullas said in a Facebook post a few hours after the arrest was made.
Guendolyn Luague, the chairwoman of the Sangguniang Kabataan (SK) in Barangay Lawaan III, was arrested together with her father, Francisco, in a buy-bust operation earlier today. Police recovered P70, 000 worth of suspected shabu from inside their home.

“I received a report today from our local police regarding the simultaneous arrest of several drug pushers in Barangay Lawaan 3 earlier today. The arrest was based on a search warrant against the father of Lawaan 3 SK chairman Guendolyn Luage. During the operation, the PNP found drugs in the house of the father and Chairman Luage was also there in the house as well,” Gullas said on FB.
He said that Police Major Gerard Ace Pelare, the chief of the Talisay City Police Station, had already informed him that they will proceed with the filing of appropriate charges against the two drug suspects within the week.
“The simultaneous operations in Lawaan 3 is a clear message to illegal drug sellers that our war against illegal drugs is not yet over and will continue relentlessly. Our administration will continue to support the local police in their relentless campaign vs. Illegal drugs,” Gullas said.
