LAPU-LAPU CITY, Cebu- Lapu-Lapu City Mayor Junard Chan has directed the City Traffic Management System (CTMS) to waive the penalties and fines imposed on frontliners and Authorized Persons Outside Residence (APOR), who were among those issued with citation tickets on Tuesday, January 26, for violation of the city’s number coding scheme.
Violators are to pay a fine of P500 for each of the citation tickets that they received.
“Nakasabot kita ug nibati sa ilang kalisod, mao nga atong gimandoan ang CTMS nga kadtong mga motorista nga na-isyuhan ug citation ticket nga mga exempted workers, atong ipa-waive ang ilang penalties,” Chan said.
(We understand the difficulties that they had to go through that is why I directed CTMS to waive the payment of penalties for these workers who were issued citation tickets.)
The CTMS operation on Tuesday was done simultaneous with that of the city policemen who were tasked to ensure compliance with health a quarantine protocols.
Police apprehended 182 quarantine violators who were not wearing a face masks and who failed to present their quarantine passes.

In a public address that was posted on his Facebook page Tuesday night, Chan said he wanted to be lenient on frontliners and APORs because he understands the situation that they are in now.
However, he asked them to always bring with them their certificate of employment (COE) and identification (ID) card and present these to CTMS so that penalties that they will have to pay can be waived.
Mario Napule, the CTMS head, said they issued citation tickets on 30 vehicle drivers during their operation on Tuesday at the vicinity of the Lapu-lapu City Public Market. Of these, three were tricycles while the rest were four-wheel vehicles.
“Majority ani nila nakalapas sa number coding, samtang ang uban, tungod sa overloading ug wala mosunod sa social distancing,” Napule said.
