CEBU CITY, Philippines — Cebu Provincial Police Office (CPPO) Director Alladin Collado has relieved Carmen police chief, Police Major Roger Quijano, to give way for an impartial investigation on the recent arrest of the town’s chief intelligence officer for alleged extortion.
Police Executive Master Sergeant Julius Obañana was arrested last March 12 by agents of the Integrity Monitoring and Enforcement Group Central Visayas (IMEG) after he allegedly extorted money from the parents of a drug personality.

Collado added that the relieved police chief is currently under his office in CPPO.
“On part sa CPPO naman, I already made an administrative release of the chief of police of Carmen so that magkaroon ng impartial investigation on the case” said Collado.

Collado however, clarified that this does not mean that Quijano is also a suspect but that the move is done to ensure that a fair and impartial investigation will be carried out.
“Ang pagkakarelieve po ng chief of police ng Carmen ay hindi nangangahulugan na siya ay sangkot dito. Ang gusto lang po namin na mangyari ay para magkaroon ng impartial investigation.”
Collado said he will appoint an OIC in Carmen so that police operation in the northern Cebu town will go unhampered.
He also revealed his plan of conducting a parallel investigation to see if Obañana’s illegal activities are connected to previous cases.
The province’s top police officer also assured the public that his office will never tolerate such illegal activity but also disclosed that the suspect has the right to be heard in court as part of due process.
Collado also gave his assurance that appropriate charges will be filed against Obañana including robbery extortion, and an administrative charge. /rcg
