The bidding for the P37 million security services contract of the Cebu provincial government is down to two agencies.
The Capitol Bids and Awards Committee (BAC) recommended a post-qualification evaluation of Tactical Security Agency Inc. for the bid on Area I and GDS Detective Agency Inc. for Area II.
The BAC earlier split the one-year security contract and decided to award it to two different companies following the controversy that surrounded the previous round of bidding, and temporary service of the Black Pearl Security Agency.
Area I with a budget of P21 million covers provincial facilities in northern Cebu City and the northern Cebu while Area II, with a contract budget of P17 million, covers Capitol facilities in southern Cebu city and southern Cebu.
In the previous bidding, only GDS and Tactical remained in contention after Black Pearl Security Agency Inc. was disqualified.
According to BAC chairman Mark Tolentino, there were initially three bidders for the P21-million contract for Area I.
Golden Sun Investigation & Security Agency submitted its bid documents at 10:02 a.m or way beyond the 9:30 a.m. deadline.
The bid of Davao Cavaliers lacked two “crucial” documents – the articles of incorporation and list of completed contracts.
Tolentino said the BAC will give the agency three days to file a motion for reconsideration.
“Since we are adopting a simple pass or fail criterion, we cannot entertain them with the absence of these documents. It remains to be seen if they’ll file a motion for reconsideration within three days,” he told reporters.
“They’re very important for the purposes of procurement. The articles of incorporation will allow us to look into the nature of the business of the company, the capital that they have, those are very important documents,” Tolentino said.
On the second contract that will cover another area, only GDS Detective Agency Inc. made it to the post-qualification process.
The other bidder, Café Security & Investigation Agency Inc., also lacked documents.
“Since this is a two-step process, the only thing we’ll do today is open the envelopes and see who has the lowest calculated bid,” said Tolentino.
The winning bidders will provide security services to the Capitol for one year.
