CEBU CITY, Philippines — The decals vandal or the vandal of the decals in the artwork plastered in the pillars of the Marcelo Fernan Bridge in Lapu-Lapu City has been identified.

Lapu-Lapu City Mayor Junard “Ahong” Chan confirmed that the person, who destroyed and vandalized the artworks under the bridge, is a woman, around 20 years old, who is suffering from a mental illness.

Chan said that they identified the woman through CCTV footage that they had acquired and through confirmation from a resident who saw the incident.

Chan also said that because of her illness, they could not file charges against her.

With this development, Chan said he had already instructed the Philippine National Police and the barangay officials to deploy personnel in the area to secure these artworks at the pillars of the bridge.

The decals were vandalized last April 7 which was caught in one of the CCTV cameras in the area.

The footage, however, was not enough to identify the vandal and this prompted Mayor Chan to put up a P10,000 reward for anyone, who could identify the culprit.

The decals that were destroyed feature Datu Lapulapu and the Señor Sto. Niño inspired by paintings of Cebuano artist Manuel Panares. These were also part of the city’s preparations for the upcoming celebration of the 500th anniversary of the Victory at Mactan.
