Girl, 13, accuses councilman of rape

A barangay councilman of Ibabao, Mandaue City was accused of molesting and raping a 13-year-old girl.

SPO2 Rowena Penaflor, chief of the women’s desk of the Subangdaku Police Station said she advised the family of the girl to have her examined in the Vicente Sotto Memorial Center to establish evidence of sexual abuse.

The girl told police that she first met the councilman during the early weeks of July at the Mandaue Bridge Park where he befriended her and her two nieces and gave them money.

The teenager claimed that last July 19, the councilman brought her and her friend to a mall at the North Reclamation Area in Cebu City.

The man parked his car outside the mall and allegedly began touching their private parts.
They were given money and told not to tell anyone.

In an investigation report signed by the girl’s father, the teenager said she and her friend met the councilman at a mall last August 2.

She was told to board his car and was surprised to be taken to a motel.

The girl, a grade seven student, said she resisted when they parked at the motel but she was dragged to a room where she was raped.

The councilman drove her back to the mall, gave her P500 and told her not to squeal. Her family reported the incident four days later.

Cebu Daily News tried to contact the councilman several times yesterday but he could not be reached. for comment. No charge has been filed yet.
