CEBU CITY, Philippines – The Cebu City Police Office (CCPO) has clarified that anyone coming from other towns are allowed to pass through Cebu City provided that they will follow the minimum health protocols.

In a press conference on Thursday, August 12, 2021, Police Lieutenant Colonel Wilbert Parilla, CCPO deputy director for operations, said that though they had set up a border control in Barangay Bulacao, it did not mean that they would be asking any document when they would pass through the area.

Parilla said they were just waiting for the amendments of acting Cebu City Mayor Michael Rama about the intensified implementation of protocols including the border controls, penalty of violators, and movement of its residents.

“Wala ta’y gipangayo nga mga quarantine passes as long as mosunod sila sa atoang health protocols nga magsul-ob sila og face masks, face shields kung anaa sila sa sud sa mga pampubliko nga sakyanan,” he said.

(We will not ask for their quarantine passes as long as they will follow our health protocols such as wearing of face masks, face shields if they are inside a public utility vehicle.)

Parilla reiterated that they would only be asking documents, particularly certificate of employment (COE) and an identification card when they would be caught traveling beyond curfew hours in the city.

Parilla said that as of Thursday, the primary purpose of the border control was to check the public utility vehicles (PUVs), particularly buses and jeepneys to ensure that they were complying with the minimum health protocols.

Since yesterday, he said they had put up a border checkpoint in Bulacao, saying they had received reports that PUVs there, particularly jeepneys and buses, were not observing health protocols such as the compliance of the limited passenger capacity of 75 percent.

He said they were planning to put up more border checkpoints in other areas of the city aside from Bulacao should the amendments be finalized soon.
