Rama approves ‘Green Loop’ road sharing experiment

Cebu City Mayor Michael Rama has approved the “Green Loop” road sharing experiment to be pilot-tested in the city.

The scheme will tentatively roll out on Sept. 21.

Rama yesterday met with proponents of the “Green Loop” road sharing scheme led by environmental lawyer Antonio Oposa, Marc Canton of the Movement for a Livable Cebu (MLC), and Architect Joseph Michael “Yumi” Espina.

“I have no problem with testing it. We will try that. But I told them to do a walk through first. As far as I’m concerned, there’s no problem in sampling. But before we think of macro, let’s go micro first and test the terrain,” Rama told reporters.

The “Green Loop” is a road sharing experiment in which motorists will have to travel alongside pedestrians and cyclists in an effort to decongest the streets in Metro Cebu.

Rafael Yap, Cebu City Traffic Operations Management (Citom) executive director, said it was decided during the meeting that the road sharing will be implemented along Mango and Gorordo Avenues, Escario St., and Osmeña Boulevard.

It will cover B. Rodriguez St. through Fuente Osmeña, the whole stretch of General Maxilom (Mango) Ave., and portions of Gorordo Ave., Escario St. through the Capitol compound.

The experiment is part of a larger 2014 Green Loop Plan of Cebu designed by students and mentors of the University of San Carlos-College of Architecture and Fine Arts (USC-Cafa).

This was done in cooperation with Cebu experts in urban planning, landscape architecture, environmental science, environmental law and community organizing.

Another coordination meeting is scheduled on Sept. 9.

A working core group of the proponents and Cebu City officials will discuss and decide on the specifics of implementing the road sharing experiment.

City Administrator Lucelle Mercado, who also attended yesterday’s meeting, said they are hoping to implement the road sharing experiment tentatively on Sep. 21.
