LAPU-LAPU CITY, Philippines — The Lapu-Lapu City Council passed a proposed ordinance on Wednesday, August 24, 2022, which increases the city’s burial assistance to indigent families.
The proposed ordinance was authored by councilor Annabeth Cuizon, chairman of the Committee on Social Welfare in the city council, which raises the burial assistance from P8,000 to P10,000.
The increase is provided in Section 3 of the “Ordinance institutionalizing the burial assistance program for indigent residents of the City of Lapu-Lapu and providing funds thereof.”
“Nasayud ako nga lisod kaayo ang mawad-an ug pamilya, sakit sa dughan, ug labaw sa tanan sakit sa bulsa ang mga galastohan niini,” Cuizon said in a statement.
“Katong kanhing nagdumala pa ako isip City Social Welfare Development Head saksi ako sa mga yangongo sa katawhan sa ilang kalisod nga namatyan, maong kuwangan ra jud ang 8,000 pesos,” she added.
The proposed ordinance further stated that the assistance shall be in the form of coffin plus services or P10,000 financial assistance released to qualified claimants.
The policy of the ordinance is in line with the policy of the State, as stated in Section 16 of the Local Government Code of 1991, which “mandates cities and LGUs to improve public morals, enhance economic prosperity and social justice, promote full employment among their residents, maintain peace and order and preserve the comfort and convenience of their inhabitants”.
Ordinance policy further states that institutionalizing the City’s burial assistance program will ensure a decent burial for the deceased loved ones and financial assistance for the bereaved family.
The passed ordinance further provides that should the social worker finds it necessary to increase the amount of assistance, upon assessment, the City Social Welfare and Development Office (CSWDO) shall forward its recommendation to the City Mayor’s office for final approval.
“Isip KAABAG, ato kining gihimo nga ordinansa para pagtabang sa mga pamilyang nawad-an og kinabuhi,” she said.
With this development, Section 10 of the said ordinance appropriated P15 million fund for the implementation of the burial assistance for this fiscal year immediately after this ordinance takes effect.
The burial assistance ordinance will take effect 15 days following its publication in a newspaper of general circulation after it was approved by the mayor. /rcg
