‘Video shows no extort signs’

THE  alleged extortion involving two enforcers of the Traffic Enforcement Agency of Mandaue (Team) was not established in the investigation conducted by their immediate superior Edwin Ermac.

But Ermac admitted that the two committed lapses in not issuing a citation ticket to the foreigner who made an illegal U-turn along Ouano Ave.

They only took his driver’s license and returned it to the foreigner after a while.

The two enforcers admitted that they were the ones in the video uploaded on YouTube but they denied extorting P1,500 from the foreigner.

They said they explained to the foreigner his violation.   He asked for consideration and they decided to return his license and let him go.

Ermac admitted he is not convinced with   their explanation but he also could not recommend their termination as the alleged extortion was not established.

The video did not have an audio, only text annotations narrating the alleged extortion.

The foreigner also did not show up during the investigation.

Ermac has forwarded his report to the Human Resource Department and City Legal Office for proper action.

The two enforcers are now restricted from issuing citation tickets although they continue to man the traffic near the Mandaue City Hall.

Ermac calls on other members of TEAM to be honest in their job.
