CEBU CITY, Philippines — Land Transportation Office in Central Visayas (LTO-7) Regional Director Glen Galario reminded all the LTO-7 employees to cater all the clients who go to their offices during office hours.

Galario said in press release that the agency wants to eliminate all the ‘quota’ and ‘cut-off’ practices.

The regional director’s order serves as a warning to all the LTO-7 personnel following the successive complaints received by the Office of the Regional Director.

Galario issued an order which reiterates the ‘no quota, no cut-off’ practices in all offices of LTO-7.

The order also mandated maximizing site support and fast communication methods for transactions requiring confirmation or verification from other LTO offices.

“This is a clear violation of Section 9 (f) of the Republic Act (RA) No. 11032, otherwise known as the ‘Ease of Doing Business and Efficient Government Service Delivery Act of 2018’,” read Galario’s order.

LTO personnel should serve clients

Moreover, Galario clarified that LTO personnel should serve and attend to all clients who would arrive at the premises of the LTO office within official working hours, even during noon break or past regular working hours.

“Further, if the completion of processing transactions exceeds the normal operation hours, the personnel attending to such transactions shall be entitled to overtime pay subject to the usual accounting and audit guidelines,” Galario said in his order.

The regional director also reminded the LTO personnel to exhaust all-site support for transactions that require verification and confirmation from other office of LTO.

“The use of fast communication methods such phone calls, Messenger, Viber, or other similar means should be maximized to fast track the processing of LTO transactions,” Galario said.

He also prohibited LTO personnel from advising clients to visit other LTO offices if they refuse to accept transactions and distribution of priority numbers before office hours or outside the office premises.

Personnel who would be found guilty of violating the order would be held administratively liable.
