Road closures for 2023 Bar exams in Cebu City

CEBU CITY, Philippines – To ensure a conducive environment that will allow the examinees to concentrate on the upcoming bar examinations, some roads in Cebu City will be closed on the scheduled dates of the exam.

The regionalized 2023 Bar examinations is scheduled to begin on Sunday, September 17.

The second day of the exams will be on Wednesday, September 20, while the last day is on Sunday, September 24.

In Cebu City, two universities, the University of San Carlos (USC) and the University of San Jose-Recoletos (USJ-R) Basak campus, were chosen as local testing centers.

These schools are two of the 14 testing centers nationwide hosting this year’s Bar exams.

In order to ensure an undisturbed environment suited for examinees to focus on performing well on their exams, the Cebu City Transportation Office (CCTO) has declared that some roads within the immediate vicinity of these schools will be closed.

Through their official Facebook page, the agency announced that for the examination in the USC main campus, two roads near the area will be closed.

Road closure will be implemented in the following streets:

  1. Pelaez Street from corner Colon Street until corner P. Del. Rosario Street
  2. Sanciangko Street from corner Junquera Street until corner Osmeña Street

CCTO also appointed specific drop-off points where families and supporters can drop off the examinees before the exam.

The following areas are the access point for drop-off of bar examinees in USC:

  1. Corner Pelaez Street and Sanciangko Street
  2. Corner Pelaez Street and P. Del Rosario Street

According to CCTO, private vehicles will be allowed to enter through Pelaez Street from Colon Street in order to drop off examinees.

However, they must present a Notice of Admission (NOA) to the CCTO and Philippine National Police (PNP) personnel assigned to watch over the road closure point.

Rerouting jeepneys

For public utility jeepneys (PUJ) that normally go through these areas everyday, the CCTO has also developed PUJ rerouting scheme in order for them to arrive to their destination without going through the closed roads.

The new route is for jeepneys with the following codes: 01K, 04D, 04H, 13C, 17B, 17D, and 62B.

The diversion route will be starting from Colon Street, right turn to Osmeña Boulevard, right turn to P. Del Rosario Street, to their specific destination.

USJ-R testing center

Meanwhile, at the USJ-R Basak campus in Basak, Pardo, there will be no road closures implemented.

CCTO relayed that no roads will be closed for the exams in the area but there will only be one designated drop-off area.

The drop-off area for examinees taking the test at the USJ-R Basak campus will be the right-most lane of the N. Bacalso Avenue.

For drivers who will drop off examinees, private vehicles must head to the exclusive drop off area, according to CCTO.

The agency added that drop-off time is only for two minutes in order to prevent vehicular build-up.

All other PUJs and private vehicles are advised to keep left to give way to the vehicles that will drop off examinees at the university.

No blowing of horns

Motorists and road-users are also advised by the CCTO to avoid using their horns and sirens while passing by near these areas in order to not disturb the individuals who will be taking the Bar exams.

Police Lieutenant Colonel Janette Rafter, Deputy Director for Operations of Cebu City Police Office, earlier plead to the public to be understanding of the traffic inconveniences that they might experience on the days of the Bar examinations.

She advised motorists and commuters to leave their houses early to avoid the traffic and to avoid these areas on these specific days.

While Rafter assured that around 153 police personnel will be deployed to secure these areas, the CCTO will be also be deploying personnel to assist and guide all motorists, road-users, and pedestrians.

A total of 1100 examines are scheduled to take the Bar exam in the USJ-R Basak campus while 540 examinees will be going to the USC campus.
