Capitol allocates P114M budget for new executive, legislative posts

The Cebu Provincial Board (PB) approved a P207-million supplemental budget in its regular session yesterday.

More than P114 million will go to new positions in the executive and legislative departments.

“Most of the appropriations in this supplemental budget will go to funding of newly created positions … particularly in the office of the vice governor,” PB Member Peter John Calderon said.

Calderon, vice chairman of the  PB  committee on budget and appropriations, served as co-author of the ordinance since PB Member Grecilda Sanchez, committee chairperson, was not present yesterday.

The Provincial Planning and Development Coordinator received the biggest  outlay among newly created positions at P7.3 million.

The amount is mostly earmarked for training expenses, equipment and software, among others.

Another P57 million will go to the construction of a 12-story building that will replace the condemned BAEx building inside the Capitol compound.

The building, which used to house the provincial post office, was damaged by the Oct. 15, 2013 earthquake.

About P385,000 budgeted for the post of Youth Development Officer III was realigned from the Provincial Administrator’s Office to the Governor’s Office.

There is also a P70-million allocation to fund the operations of the Cebu South Bus Terminal.

Cebu Gov. Hilario Davide III submitted the first supplemental budget to the PB last April 20 which he certified as urgent.

Vice Gov. Agnes Magpale only asked for a clarification on the realignment of the funds for the position of the youth development officer.

Davide added the province will submit all documents for funding of repairs and construction of Cebu’s provincial roads for next year.
