Police have in custody a Chinese national Li Qing Liang , 60, identified as the shooter and his wife Gou Jing, 57.
They are being investigated with the help of an interpreter in the Cebu city police in Camp Sotero Cabahug.
A clip of the restaurant’s CCTV footage shows the shooter in a striped blue shirt approach the female victim,Hui Li, from behind and firing before hurriedly leaving the room.
Hui Li, finance officer of the Chinese consulate in Cebu, was shot in the head.
Another fatality, Sun Shan, deputy consul, was shot in the neck, according to police.
Consul General Song Ronghua was wounded in the hand, but police said the injury was not serious.
A birthday celebration was going on in a function room of the Lighthouse Restaurant when the shooting took place about 1:30 p.m.
Cebu Daily News interviewed Jimmy Dichos, 34, a blind singer, who said he was singing Happy Birthday for the guests while his blind companion played the ukele when shots rang out. He said he heard plates crash.
A restaurant server said there were about 10 guests in the room.
Supt. Romeo Santander, chief of the City Intelligence Branch, said the CCTV video shows there was a brief heated argument before the shooter pulled out a gun.
It was not clear whether the shooter was among of the lunncheon guests or just arrived.
A security guard said he saw the shooter go back to check on the fallen woman and bend over as if to check on her, then leave the room.
The shooter was then seen giving his hand gun to his female companion, who placed it in a paper bag.
The couple then walked out and crossed the street.
Police said they later arrested the couple in an office building in Cebu Business Park.
