Mandaue cracks down on illegal garbage dumping

MANDAUE CITY, Cebu — Mandaue City officials reminded residents to strictly follow the garbage collection schedule after authorities identified individuals involved in an illegal dumping incident over the weekend.

CCTV footage has caught two people on a white multicab loaded with trash as they illegally dumped waste along L.C. Cabrera St. at 7 p.m. on Saturday, April 11, 2026. This happened near a church.

The Mandaue City Council has since adopted a resolution by Councilor Jennifer Del Mar directing the Mandaue City Environment and Natural Resources Office (MCENRO) and barangay officials to investigate the incident.

The resolution stressed that illegal dumping poses serious threats to public health, environmental safety, and the overall well-being of the community.

Penalties for illegal garbage dumping await

Councilors underscored the need to determine accountability and impose penalties under existing laws and ordinances.

Del Mar emphasized that those responsible must be held accountable, despite ongoing challenges in waste disposal since the Binaliw landfill closed in January.

“The city is doing its best nga malimpyuhan atoang siyudad (to keep the city clean). Lisod kaayo ang panahon karun wth the closure of Binaliw landfill wala tay proper disposal of garbage. (The situation is so challenging since the closure of the Binaliw landfill, which has prevented the proper disposal of garbage.) But everybody is doing their share to help the city. Kana’ng labayan lang ka og basura is such an insult. Tabang sad mo, wala kay respeto sa siyudad,” Del Mar said.

Parties identified, barangay leader confirms

Executive Secretary Atty. Riczen Gingoyon said that Mandaue City Mayor Thadeo “Jonkie” Ouano is aware of the incident and has directed MCENRO to act on it.

Gingoyon said the city will summon both individuals to a technical conference. Due process, he assured, will be observed.

They may be issued citation tickets under city ordinances.

Barangay Captain Jose Ronnie Ranile confirmed authorities have identified both individuals, who are residents of Barangay Casuntingan.

They will be summoned to the barangay hall to explain their actions and may face fines.

“Nabadlong nato, nisanong man dayun nga ilaha’ng kuhaon pagbalik, nakaligtaan lang nila nagtuo siguro nga Domingo na kay Monday man atoang collection didto nga area. Amo nang gipatawag, atoang issuehan (ticket) para wake up sad sa uban,” said Ranile.

Garbage collection schedule

(We have called their attention, and they’ve said they are willing to take the garbage bag. They must have thought the garbage would be collected on Sunday. But our collection schedule for that area falls on a Monday. We have summoned them and will issue tickets as a wake-up call for everyone else.)

Ranile admitted there have been previous incidents of illegal dumping in some areas, which prompted the barangay to install CCTV cameras and put up tarpaulin sheets indicating the garbage collection schedule.

He reiterated the importance of complying with the schedule and urged residents to dispose of their waste properly.
