ALMOST half of the approved budget for Cebu City’s Local Development Fund (LDF) remained unspent.
A total of P271.7 million out of the approved P586.6 million budget for LDF this year was not used.
“This was already approved, but why hasn’t it been used?” said Councilor Margot Osmeña, in yesterday’s budget hearing.
The amount was based on the Status of Appropriations, Obligations and Balances (SAOB) as of October 15.
The unspent amounts include the renovation of barangay health centers (P20 million), garbage collection vehicles for 80 barangays (P80 million) and livelihood programs for local development projects (P50 million), among others.
Engr. Oscar Abordo, acting secretary of the Cebu City Development Council, said the city’s engineering department is processing the program of works and estimates (POWE) of these projects. He said some projects that were reported as not being implemented have already been processed. The LDF is 20 percent of the city’s P1 billion Internal Revenue Allotment share in a year.
