Mandaue advances infrastructure plans, seeks drainage project revisions

MANDAUE CITY, Cebu — Mandaue City is pushing ahead with its proposed 2027 infrastructure programs, including revisions to the A.C. Cortes Avenue drainage project, to address flooding and improve sewerage and drainage systems.
Four resolutions covering drainage, sewerage, public works, and investment planning were initially approved by the Mandaue City Development Council (CDC) during its regular meeting on October 1, 2026.
The measures cover the Metropolitan Cebu Sewerage Master Plan, proposed Department of Public Works and Highways (DPWH) projects for Mandaue City in 2027, revisions to the A.C. Cortes Avenue drainage project, and the city’s proposed 2027 Annual Investment Program (AIP).
City Councilor Joel Seno said the resolutions, numbered 2026-29 to 2026-32, were taken up following a request from Mayor Thadeo Jovito Ouano.

Among the measures is CDC Resolution No. 2026-31, which seeks to prioritize flood-prone sections of A.C. Cortes Avenue and revise the project’s coverage to address drainage problems, including the need for a suitable outfall.
According to the resolution, the DPWH presented the proposed adjustments to the CDC, which supported revisions to Sections 1 and 2 to improve drainage in identified flood-prone areas. The proposed coverage extends toward the University of Cebu Lapu-Lapu and Mandaue (UCLM) area.
Seno said the proposed projects would be endorsed to the Regional Development Council (RDC) for consideration in the national government’s funding and budget process.
He added that the drainage projects are intended to be funded by the national government, with the DPWH serving as the implementing agency for the relevant infrastructure works.
Asked about Commission on Audit (COA) findings concerning projects that were not implemented in 2025 and were recently made public, Seno said changes in priorities and unforeseen circumstances could affect project implementation.
He added that some adjustments were necessary for projects planned for 2026, while flood mitigation remained a priority of the city administration.
