National ID Cebu: How to book your online appointment step-by-step

CEBU CITY, Philippines — Cebuanos seeking to register for the Philippine National ID must now secure an online appointment first, following the Philippine Statistics Authority’s (PSA) shift to a booking system aimed at reducing queues and streamlining services.

The appointment-based system, which took effect on March 23, requires applicants to complete an online registration and select a schedule before proceeding to any PhilSys registration center in Cebu.

This means walk-in applicants, except those under special lanes, may no longer be accommodated, making it essential for residents to understand the process and requirements ahead of time.

How to book a National ID appointment

Applicants must first complete Step 1 registration online through the official PhilSys portal:

1. Register online

Visit register.philsys.gov.ph and fill out the required personal information.

2. Verify your details

Enter your mobile number or email address to receive a one-time password (OTP) for verification.

3. Save your reference number

After submission, download or take a screenshot of your Application Reference Number (ARN) and QR code.

4. Book your appointment

Select your preferred date, time, and registration center for biometric capture.

What happens on your appointment day

The online process only completes the first step. Applicants must still proceed to Step 2 registration, which involves biometric data capture.

On your scheduled date, go to your chosen registration center for:

Fingerprint scanning

Iris scan

Photograph capture

Applicants must present their ARN or QR code along with valid supporting documents.

Required documents

Applicants are encouraged to bring at least one primary document, such as:

PSA-issued birth certificate (with one government ID)

Philippine passport

UMID (GSIS or SSS)

Driver’s license (student, non-pro, or professional)

If these are unavailable, secondary documents may be accepted, including:

NBI or police clearance

Voter’s ID or certification

Postal ID, PhilHealth ID, or TIN ID

School or employee ID

Barangay certificate or ID

All documents must clearly show the applicant’s full name, photo, and other identifying details.

No walk-ins, except special cases

The PSA emphasized that walk-in clients are generally not allowed under the new system.

However, a special lane is available for:

Senior citizens

Pregnant women

Persons with disabilities (PWDs)

Applicants without internet access may also coordinate with mobile registration teams or barangay-assisted registrations.

As of February 2026, fixed National ID registration sites in Central Visayas include:

Cebu City: 3rd Floor, Gaisano Capital South, Colon Street

Mandaue City: Bagong Pilipinas eGovPH Serbisyo Hub, Subangdaku

Tagbilaran City, Bohol: Galleria Luisa, C. Gallares Street

Why the shift to online booking

The PSA said the appointment system aims to decongest registration sites, reduce waiting time, and improve overall service delivery.

Residents are advised to book early and arrive on time for their schedule to avoid delays or rescheduling.
