Pedestrian crosses on stoplight, causes Cebu City road crash
CEBU CITY, Philippines — The pedestrian involved in a traffic accident in Cebu City early Monday, June 8, has agreed to shoulder the expenses of the injured motorcycle rider and his passenger as part of an amicable settlement.
Police Lieutenant Col. Jomar A. Medil, officer-in-charge of the Cebu City Police Office’s Traffic Enforcement Unit (TEU), said the parties agreed to settle the matter at the scene and would remain in contact regarding expenses arising from the incident.
According to Medil, the pedestrian admitted to investigators that he had consumed alcohol before the accident.

Liability established
In its report, the Traffic Enforcement Unit held the pedestrian liable for the incident for allegedly crossing the roadway against a red pedestrian signal and failing to observe traffic control devices and pedestrian safety regulations.
Investigators said the act directly contributed to the collision and counted as the proximate cause of the accident in relation to Republic Act No. 4136, or the Land Transportation and Traffic Code.
Based on a report from TEU, the incident occurred at around 1:20 a.m. at the intersection of P. Del Rosario and Junquera Streets.
The motorcycle rider, identified as 34-year-old Kienan Angco Bacalso of Barangay Pardo, Cebu City, was driving a Suzuki Smash motorcycle toward Imus Avenue with his passenger, 35-year-old Romelyn Resta.

Pedestrian struck, riders fall
The pedestrian was identified as 22-year-old Lowen Sayson, a native of Negros Oriental who resides in Barangay Ramos, Cebu City.
According to investigators, CCTV footage, a traffic sketch, and statements obtained from the parties indicated that Bacalso was traversing P. Del Rosario Street with the traffic light in his favor.
Sayson, meanwhile, was crossing the roadway through the pedestrian lane against a red pedestrian signal when the front portion of the motorcycle struck his left side.
The impact caused the rider, his passenger, and the pedestrian to fall onto the road and sustain injuries.
Police have yet to determine the full extent of the injuries the parties sustained and the value of damage incurred.
