June 12, a holiday: Double pay for workers on duty

CEBU CITY, Philippines — The Department of Labor and Employment (DOLE) has reminded private-sector employers to comply with holiday pay rules for Independence Day on June 12, with workers who report for duty entitled to double pay for the first eight hours of work.
The pay guidelines were outlined in Labor Advisory No. 11, Series of 2026, issued ahead of the country’s 128th Independence Day celebration.

Pay rules for Independence Day
Under labor rules, employees who do not work during a regular holiday must still receive 100 percent of their daily wage.
The benefit applies if the employee reported for work or was on leave with pay on the day immediately preceding the holiday.
Where the day immediately preceding the regular holiday is a non-working day or the employee’s scheduled rest day, workers are still entitled to holiday pay if they reported for work or were on paid leave on the last working day before the non-working day or rest day.
Employees who report for work during the regular holiday must receive 200 percent of their regular daily wage for the first eight hours of work (basic wage × 200%).

Workers who render overtime beyond eight hours must receive an additional 30 percent of their hourly rate on that day (hourly rate of the basic wage × 200% × 130% × number of hours worked).
If the regular holiday falls on the employee’s scheduled rest day, the employer must pay an additional 30 percent on top of the 200 percent holiday pay (basic wage × 200% × 130%).
Employees who work overtime during a regular holiday that also falls on their rest day are entitled to another 30 percent of their hourly rate for excess hours worked (hourly rate of the basic wage × 200% × 130% × 130% × number of hours worked).

Regular holiday
President Ferdinand R. Marcos Jr. earlier issued Proclamation No. 1006 declaring June 12, 2026, a regular holiday in celebration of the 128th anniversary of Philippine Independence.
As one of the country’s regular holidays, Independence Day is covered by holiday pay provisions under the Labor Code, entitling workers to premium pay rates and holiday pay benefits depending on whether they report for work on the occasion.
