Dino’s stint as OPAV Secretary ends

CEBU CITY, Philippines — Businessman Michael Lloyd Dino is no longer Secretary of the Office of the Presidential Assistant for the Visayas (OPAV).

This, after President Ferdinand “Bongbong” Marcos Jr., declared vacant certain positions in the departments, offices, agencies, and bureaus in the government’s Executive department effective June 30, 2022.

Under Marcos’ Memorandum Circular (MC) No. 1, all presidential appointees whose appointments are classified as co-terminous are deemed separated from service effective noontime of June 30.

Dino served as OPAV Secretary for six years after he accepted former President Rodrigo Duterte’s offer in 2016 to serve as his Presidential Assistant for the Visayas.

Before joining public service, Dino served as Fifth Avenue Property Development Corporation’s chief operating officer and executive vice president.

He is also one of the founders of the Bisaya Na Pud movement, which was the first to back Duterte’s presidential campaign in the Visayas. He was in charge of organizing Duterte’s sorties and events in Cebu.

During his stint as the OPAV Secretary, Dino has bridged various socio-economic programs and aid from Malacañang to the four regions in the Visayas, particularly the government’s COVID-19 vaccination program and interventions after the Typhoon Odette hit the Visayas and other parts of the country in 2021.

He was also tasked by Duterte to oversee the housing projects for the Super Typhoon Yolanda victims in 2013.

Meanwhile, aside from co-terminous presidential appointees, Marcos also declared vacant the positions of all presidential appointees occupying positions created in excess of the authorized staffing pattern; all non-Career Executive Service Officials occupying Career Executive Service positions, and Contractual and/or casual employees.

To ensure continuity of the services even with the changes in the department, the MC No. 1 of Marcos also ordered that vacancy in the heads of departments, offices, agencies, and bureaus where no replacement has been appointed or designated will be filled up by the next-in-rank and most senior official as Officer-in-Charge.

While those affected contractual or casual employees whose contract expires on June 30 will continue to be in service until July 31, “unless otherwise earlier terminated or renewed” by the heads of the corresponding hiring agencies.
