LAPU-LAPU CITY, Cebu — The groundbreaking for the 12-kilometer Lapu-Lapu Expressway, or LLEX was delayed because the project’s foreign investor reportedly backed out.
Mayor Junard ‘Ahong’ Chan revealed that the groundbreaking schedule was moved from September of this year to January 2024.
The initial groundbreaking schedule was canceled after the foreign investor of the project’s proponent backed out.
“The proponent had a partner with a foreign investor, but unfortunately, the foreign investor withdrew,” Chan said.
The P24.8 billion project will be constructed by LLEX Corp., a consortium of Premium Megastructure Inc. (PMI), MTD Philippines, and Ulticon Builders Inc.
The consortium has also partnered with the Manny V. Pangilinan (MVP) Group of Companies to pursue the project.
“The proponent and the other parties involved, including the MVP Group, have already agreed. The MVP Group, PMI, and Ulticon have agreed on the terms and conditions for implementing the LLEX,” Chan revealed.
The 4-lane skyway will connect the Cebu-Cordova Link Expressway (CCLEX), which ends in Barangay Gabi, Cordova, to the Mactan-Cebu International Airport (MCIA) in Lapu-Lapu City.
With this development, Chan hopes that the groundbreaking of the project will push through, as this will help decongest the city’s traffic situation especially the roads leading to the airport.
