Walang Gutom: Who qualifies, how they may receive gov’t food aid

LAPU-LAPU CITY, Cebu — To help ease the burden of families whose next meal is never guaranteed, the Walang Gutom Program provides food credits.
The program targets households facing hunger. It uses national databases to identify recipients while linking food aid to health, skills, and livelihood support to improve long-term food security.

Qualifying for the program
Government identifies beneficiaries using data, initially from Listahanan 3 of the Department of Social Welfare and Development (DSWD). Now, data comes from the Community-Based Monitoring System led by the Philippine Statistics Authority.
Other reference data include the Philippine Plan of Action for Nutrition and the Family Income and Expenditure Survey.
Households undergo assessment using the Walang Gutom Indicator Assessment Tool, and only those found to have low food security or who fall below the food security threshold will benefit.
Because of this system, individuals cannot directly apply. Eligibility depends on whether a household has made the list and undergone assessment according to these databases.

Food assistance
Qualified beneficiaries receive ₱3,000 in food credits per redemption cycle, available for up to 36 months if they meet program conditions.
Electronic Benefit Transfer (EBT) cards come with credits, which beneficiaries may use to claim pre-ordered food packs at accredited partner retailers.
Each ₱3,000 allocation corresponds to 50 percent (₱1,500) for carbohydrates, 30 percent (₱900) for protein, and 20 percent (₱600) for fruits and vegetables.
Conditions and compliance
To continue receiving aid, beneficiaries must attend monthly “3K Sessions,” which focus on Kalusugan (health), Kakayahan (skills), and Kabuhayan (livelihood).
Officials also expect them to participate in programs of the Department of Labor and Employment and the Technical Education and Skills Development Authority, which provide them with employment and livelihood opportunities based on their skills and interests.

Failure to attend required sessions may lead to a warning, suspension of food credits, or reassessment of eligibility, which could result in removal from the program.
A range of violations could also lead to penalties. These include:
- Providing false or misleading information
- Falsifying documents
- Selling or misusing food credits
- Registering more than once
- Transferring benefits to unauthorized individuals
- Pawning EBT cards
Other prohibited acts include interfering with or threatening program personnel, violating community agreements, or soliciting money, gifts, or services in exchange for benefits.
Sanctions range from warnings to permanent disqualification and possible legal action.
Food redemption
Food redemption will be implemented in batches based on a DSWD schedule, with beneficiaries informed through official contact numbers or authorized personnel of the exact date, time, and venue.
They also notify local government units and barangays about the schedule so that they may coordinate in the distribution.

Beneficiaries who miss their assigned redemption, verification, or registration schedule must wait for a new notification or coordinate with the DSWD field office due to limited slots and schedules.
Authorities advise beneficiaries to keep their contact details updated to receive timely announcements and to immediately inform their Community Engagement Coordinator in case of valid absences to avoid disruptions or penalties.
