MANDAUE CITY, Cebu – After a brief lull, Consolation Mayor Teresa Alegado is reviving discussions on her proposal to reclaim portions of the shoreline in Barangay Tayud.

In a letter dated May 12, 2026, Alegado informed Tayud barangay councilor Nicole Alectis Escobido that a public consultation will be held at the barangay hall at 3 p.m. on Monday, May 25.

“Your attendance and valuable inputs will greatly contribute to a meaningful and productive consultation process,” part of the mayor’s letter read.

The planned Seafront City Reclamation Project previously hit a snag in 2022 after then president Rodrigo Duterte ordered its suspension following appeals from affected residents, fisherfolk, and workers of nearby shipyards.

During a meeting with government officials on March 31, 2022, Duterte ordered a halt to the processing of reclamation applications nationwide, particularly in Cebu and Mindanao, citing reports of corruption.

Public consultation

In her letter, Alegado said the upcoming activity aims to promote public awareness and present accurate information about the proposed offshore development.

She added that the consultation will also gather feedback, concerns, and recommendations from stakeholders and residents, especially on environmental and socio-economic issues, to guide the “sustainable and responsible implementation” of the Seafront City project.

The activity is part of the project’s Information, Education and Communication (IEC) campaign and focus group discussions required under the Environmental Impact Assessment (EIA) process of the Department of Environment and Natural Resources (DENR).

The proposed seafront development will cover about 114 hectares of municipal waters off Barangay Tayud.

Alegado said the project is envisioned to contribute to the municipality’s long-term economic growth and sustainable urban development.
