Over 300 PLHIV in Central Visayas receive cash aid, support from DSWD-7

CEBU CITY, Philippines — More than 300 people living with HIV (PLHIV) in Central Visayas received financial and psychosocial assistance from the Department of Social Welfare and Development (DSWD) 7 from January to April 2026.
The agency said the assistance formed part of its continuing support program for individuals and families affected by human immunodeficiency virus (HIV) and acquired immune deficiency syndrome (AIDS).
A total of 373 PLHIV across the region received assistance during the four-month period, according to DSWD-7.

Each beneficiary received Php 4,000 in cash aid intended to help cover immediate daily and medical needs.
Aside from financial assistance, the agency also provided psychosocial support services to help clients manage emotional stress and mental health concerns linked to their condition.
Psychosocial, medical support
DSWD-7 said its psychosocial intervention program includes WiSupport, a free wireless counseling and mental health support service for individuals and families experiencing crisis situations.
The service operates through online and wireless communication platforms such as text messaging, email, websites, and Facebook.
PLHIV may also apply for medical assistance through the Assistance to Individuals in Crisis Situations (AICS) program, subject to assessment and documentary requirements.
The agency said eligible beneficiaries may seek aid for maintenance medicines and other health-related expenses.

Under Republic Act No. 11166, or the Philippine HIV and AIDS Policy Act, the DSWD and the Department of Health (DOH) are tasked to develop care and support programs for PLHIV.
DSWD-7 also coordinates with other government offices and nongovernment organizations in extending assistance and referral services for affected individuals.
The agency accepts referrals from partner organizations for financial aid and psychosocial intervention services.
HIV cases in Cebu Province
Health officials earlier reported that HIV infections in Cebu Province remained relatively stable in recent years.
Provincial Health Office Health Education and Promotion Officer Wilfredo Salgado Jr. said data from DOH Central Visayas recorded 319 confirmed HIV cases in Cebu Province from January to November 2025.
Salgado said a significant number of infections still involved individuals aged 15 to 24.
However, health authorities also documented cases involving younger individuals below 15.

Provincial data showed that at least 10 HIV cases involved minors, including a 12-year-old.
Health officials did not disclose the specific modes of transmission in these cases due to privacy and confidentiality rules.
Salgado stressed the need to strengthen health education campaigns targeting children and adolescents to address misinformation and risky behavior.
He said young individuals often face peer pressure and limited access to proper sexual health information during their stage of self-discovery.
Local health authorities continue to monitor HIV cases in Cebu Province and the region while expanding awareness and prevention efforts in communities.
