Criminal, administrative cases filed against arrested Carmen Intel officer
CEBU CITY, Philippines — Criminal and administrative cases were filed on Monday, March 15, against Police Executive Master Sergeant Julius Obañana, Carmen town’s intelligence officer.
A complaint of Robbery with Violence Against Intimidation of Persons or violation of Article 294 of Revised Penal Code has been filed at the Cebu Provincial Prosecutor’s Office today against Obañana, said Police Major Alejandro Batobalonos, Integrity Monitoring and Enforcement Group in Central Visayas (IMEG-7) chief.
Aside from that an administrative case — Grave Misconduct —had also been filed today at the Police Regional Internal Affairs Service in Central Visayas against the Carmen intelligence officer, Batobalonos said.

Obañana was arrested in an entrapment operation near the police station in Carmen town in northern Cebu on Friday, March 12.
Policemen of IMEG-7 conducted the operation after members of the family of a drug suspect sought their help when Obañana allegedly tried to extort money from them.
The family of the drug suspect told Batobalonos that Obañana had arrested the drug suspect and also confiscated his motorcycle last February.
When the family tried to retrieve the motorcycle at the police station, Obañana allegedly asked P3,000 from the family in exchange for him releasing the motorcycle to them.
The drug suspect’s family members turned to IMEG-7 for help. The unit then conducted the entrapment operation which resulted to the arrest of Obañana.

With the start of the investigation against Obañana, Police Colonel Alladin Collado, Cebu Provincial Police Office director, said he relieved Police Major Roger Quijano from his post as Carmen Police Station chief so that there would be an impartial investigation.
Collado said Quijano was not a suspect in the case, this was just to facilitate an impartial investigation of the case.
