CEBU CITY, Philippines — Carcar City on Sunday, August 27, will be hosting the 2023 Pasigarbo sa Sugbo, the annual festival that culminates during Cebu Province’s founding anniversary. At least 52 contingents, including two guests, will participate in this year’s Pasigarbo, dubbed the ‘festival of festivals.’
