Council wants to halt sale of two SRP lots

The Cebu City Council passed a motion calling on the Committee on Awards to stop the ongoing bidding process for the two lots in the South Road Properties (SRP).

In a privilege speech, Councilor Sisinio Andales said the 2014 council resolution authorizing Mayor Michael Rama to negotiate and dispose off the lots can’t supersede or amend the 2012 ordinance passed by the council which states that selling the lots will need approval from the city council.

He said under the 2012 ordinance, the preferred mode of sale for the SRP lots is through unsolicited proposal, not public bidding as what the resolution states.

Aside from asking for the suspension of the bidding process, Andales also wants the Committee on Awards to study the ordinance vis-a-vis the resolution.

He also wants the Department of Interior and Local Government (DILG) central office to also review the issue. The Committee on Awards already started the bidding process for the SRP lots.

A pre-bid conference was held last June 18 with five interested corporations — Cebu Holdings Inc./Ayala Land, Filinvest Land Inc., SM Prime Holdings Inc., Robinsons Land Corp., and Aboitiz Land. The opening of bids is scheduled on June 30.

The lots being sold are the 26-hectare Lot 8 where the Calungsod templete stands and the 19-hectare consolidated portions of Lots 7 and 17 in the area between SM Seaside City and Filinvest. The lots are being sold at a floor price of P20,000 per square meter.
