THE Mandaue City Council is reviewing a draft ordinance that will require garbage haulers to secure an environmental transport permit and register with the Mandaue City Environment and Natural Resources Office (MCENRO).

The ordinance authored by Councilor Ernie Mantad stemmed from reports that some private septage haulers dislodged their wastes at the Butuanon river and in a private lot in sitio Benedicto, barangay Umapad.

Applicants will pay P2,000 to secure a permit and to register with MCENRO. They will be issued a sticker and an ID card for driver by the City Treasurer’s Office.

Failure to register will result to penalties ranging from P5,000 and/or imprisonment of five days for the first offense. Second-time offenders will be fined P10,000 and/or 10 days imprisonment,  and P30,000 and/or one month imprisonment for third-time offenders.
