10 low-performing cops to take refresher course

At least ten “low-performing” policemen in Cebu City will undergo a refresher course to update them about the standards of the Philippine National Police and to prepare them in the intensified campaign against illegal drugs.

Senior Supt. Joel Doria, director of the Cebu City Police Office, said the police officers come from the different police stations in the city.

“We just want them to be proactive when it comes to police activities. They have to work harder,” he said in an interview.

Doria clarified that the policemen who will undergo the Balik Eskwela program were not linked to any illegal activities.

“We can say that they are low performers, but they don’t have derogatory records. If they are scalawags, they should have been transferred outside the region,” he explained.

After the week-long program, Doria said the concerned policemen will be assessed based on their performances during the Balik Eskwela.

“They can either return to their current assignments or be transferred elsewhere. It depends (on the evaluation),” he said.

Last July, operatives of the Regional Anti-Illegal Drugs Special Operations Task Force (RAIDSOTF) and the Regional Special Operations Groups (RSOG) underwent the Balik

Eskwela program conducted by the Police Regional Office in Central Visayas (PRO-7).

Not one of them was able to return to the RSOG and RAIDSOTF.

All 67 operatives were relieved from their posts and most of them were transferred outside Central Visayas.

Chief Supt. Noli Taliño, PRO-7 director, hinted his dissatisfaction over the performances of the operatives.

Philippine National Police Chief Director General Ronaldo “Bato” Dela Rosa later announced that those transferred outside the region were linked to the illegal drugs trade.
Dela Rosa said transferring them outside the region would disrupt their illegal operations.
