No insurance coverage for Capitol’s job order employees in 2017 budget

JOB order (JO) employees of the Cebu provincial government may still have to wait a little longer before they can avail of an insurance coverage.

This after the Capitol did not include in the 2017 budget allocation the personal accident insurance for the job order personnel.

During the budget hearing at the Capitol yesterday, Lyndon Ruiz, head of the Cebu Provincial Anti-Illegal Fishing Task Force (CPAIFT), said that most of the JOs are assigned in the field and are exposed to dangers, risks and other factors.

Ruiz, himself a job order employee, said he is still hoping that the province would allocate a budget for their insurance.

He said that in his office alone, there are three JOs, including him, who work in the field two to three days a week.

Provincial Budget Officer Danilo Rodas said that for next year’s budget, the executive department only allocated P7 million, the same amount as last year’s, for personal accident insurance for regular and casual employees.

Based on the data of Cebu Provincial Human Resource Management Office (HRMO), the Capitol has 903 regular employees, 568 casual employees, and 1,430 JOs assigned in the different departments and provincial and district hospitals.

HRMO head Bonifer Nacorda said Capitol is planning to grant personal accident insurance to some JO employees in the future. “Right now we are still studying whether to provide them with personal accident insurance which is being offered by the GSIS (Government Service Insurance System),” Nacorda said.

“Most likely (it will be next year). I have gotten some positive points from the GSIS. We are hoping that they would say yes so we can proceed,” Nacorda said.
