The Cebu provincial government has allocated a budget of P254 million for the purchase of light and heavy equipment that will be used for the road construction and maintenance under the Provincial Engineering Office.
After going through two biddings, with the first one declared by Gov. Hilario Davide III as a “failed bidding,” the joint venture of ConEquip Philippines and RDAK Transport Equipment was declared as the lowest bidder after submitting a bid price of P227.4 million.
In a document dated November 14, 2016, and obtained by Cebu Daily News, the bid price presented by ConEquip and RDAK covers 26 pieces of light and heavy equipment, namely three hydraulic excavators at P9.9 million each; crawler tractor (P21.6 million); two wheel loaders at P14.4 million each; two motor graders at P14.85 million each; crawler tractor (P21.6 million); forklift (P2.75 million); self loader (P5.85 million); nine 4×2 dumptrucks at P4.66 million each; water truck (P6.3 million); self loader (P5.84 million); boom truck (P4.94 million); two vibratory rollers worth P5.87 million each; and a man lift (P12.59 million).
The first bidding was held in 2015, with ConEquip declared as the winning bidder despite submitting a higher price.
Davide subsequently declared a failure of bidding, citing public interest and a need to dispel all doubts of the integrity of Capitol’s procurement process.
During the second bidding, five companies expressed interest to supply the heavy equipment, namely Civic Merchandising Inc., ConEquip Philippines-RDAK Transport Equipmment joint venture, D Limitless Vehicle Corp., TKC Heavy Industries Corp. and JVF Commercial. However, only ConEquip-RDAK and D Limitless attended the actual bidding.
The joint venture of ConEquip-RDAK was eventually declared as the lowest bidder after presenting their bid price and complying with the Capitol’s requirements, while the D Limitless lacked some documentary requirements.
During last Monday’s Sangguniang Panlalawigan session, the board members, however, deferred the approval of a resolution that will authorize Governor Davide to enter into a memorandum of agreement with ConEquip-RDAK.
