Frasco hits Mendoza over ‘markers’ in Silot Bay

The owner of Papa Kit’s Restaurant and Fishing Lagoon, Democrito Mendoza, a prominent labor leader told Lilo-an Mayor Duke Frasco that they were not fencing Silot Bay but only installed markers.

But the mayor said such statement is an insult to his intelligence.

“The Mendozas told me that what they are constructing on Silot Bay is just a ‘marker’. I told them ‘don’t insult my intelligence. If for them its a marker, for me it’s clearly a fence. They have to remove the fence,” Frasco said.

Frasco shared the statement of the family of labor leader to around 100 fisherfolk in Lilo-an town who were gathered in a consultation meeting at the Panphil B. Frasco Memorial Sports Complex.

PVC pipes filled with steel bars and cement partly enclose the bay, which runs through four barangays in Liloan town, north Cebu. Some security guards of the restaurant also prohibited the residents to fish or swim in the area.

Frasco said they have issued an order to Mendoza to stop the fencing but this was unheeded. First they issued the order on January 20, then another order on 21 and 24.

Frasco is set to meet Cebu Gov. Hilario Davide to discuss the problem with him on February 14.
