Holding Bar exams outside Manila prone to risks
There will be no Bar Examinations outside Manila for now.
Without a budget and with many other things to consider, the Supreme Court (SC) needs to study thoroughly the calls to decentralize the Bar exams, Court Administrator Jose Midas Marquez told reporters yesterday.
Marquez arrived in Cebu yesterday to inspect the Qimonda IT Center in the Cebu City side of the North Reclamation Area where courtrooms displaced by the October 2013 earthquake were relocated.
Marquez described as “impossible” the proposal to hold the Bar outside Manila as the SC doesn’t have the money.
“Marami ang kailangan i-consider dyan. (There are many things we have to consider). First and foremost, the court will have to ensure the integrity of the exams. I think that will have to be discussed and deliberated upon substantially,” he told reporters.
Aside from budget constraints, Marquez earlier said the High Court is apprehensive against leakage during the transport of the test materials from Manila to the provinces.
“I think we need to study about it well,” he said.

As this developed, Manuel Elijah Sarausad, who ranked sixth in last year’s Bar Exams, yesterday got his brand new car which his alma mater,
University of Cebu, grants to its alumni who lands in the top 10 of what has been considered as the toughest licensure exam in the country.
Sarausad and Tercel Maria Mercado-Gephart of the University of San Carlos (USC) were among the Cebuanos who made it to the top 10. The results were released Tuesday.
Mercado-Gephart placed fifth.
Marquez advised new lawyers to take on the duties and responsibilities of a lawyer.
“To those who passed the Bar, live up to your oath. Before you can pratice the profession, you will take your oath. Live up to that oath,” he said.
FIDELITY
In joining the Bar, lawyers vow to “maintain allegiance to the Republic of the Philippines, to support its constitution, and obey laws as well as the legal orders of the duly constituted authorities.
Also, they are expected to “do no falsehood, nor consent to the doing of any court; not wittingly nor willingly promote or sue any groundless, false or unlawful suit, or give aid nor consent to the same; not to delay any man for money or malice.”
They have to conduct themselves as lawyers with “all good fidelity as well to the courts and clients.”
