CEBU CITY, Philippines – Cebu City officials wanted to know what caused the heavy congestion that was experienced along the Transcentral Highway at the vicinity of Barangay Busay, Sunday night, December 13.

Councilor Joel Garganera, who was among those trapped in traffic while traversing the Cebu City bound lane of the highway, suspects that the congestion resulted from the operation of roadside establishments there.

Garganera, who is also the deputy implementer of the city’s Emergency Operations Center (EOC), said that he will invite owners of these establishments to City Hall to discuss their operations and remind them of the need to comply with health and safety protocols since the city will remain under modified general community quarantine (MGCQ) until December 31.

“We’ll be calling these establishments come Tuesday [to especially know] on how they will deal with their traffic as well as [their] capacity and the compliance on minimum health protocols,” Garganera said.

He said that there is a recently opened restaurant in the area.  It is located near the intersection that leads to a mountain resort and a popular tourist destination.

Garganera said that a gathering of people in these areas may have caused the congestion that spanned two to three kilometers long.

“I managed traffic there for a good 15 minutes. I also called the attention of Barangay Busay on this matter,” he added. / dcb
