DENR ready to issue ECC for Naga oval

THE Department of Environment and Natural Resources (DENR)  is awaiting for the City of Naga to submit requirements for the Environmental Compliance Certificate of the track and field oval at the Naga City Central School.

With no more legal impediment to proceed with the project after the 19th Division of the Court of Appeals dismissed last Dec. 10 the petition for Writ of Kalikasan and Temporary Protection Order, there is no more impediment to the project.

DENR-7 spokesman Eddie Llamedo said that their office has yet to issue the ECC for the project since some requirements have to be submitted by the local government unit of the City of Naga.

The ECC is a permit issued by the Environmental Management Bureau (EMB) certifying that based on the representations of the proponent, the proposed project or undertaking will not cause significant environmental impact.

It certifies that the proponent has complied with all the requirements of the environmental impact statement (EIS) system and has committed to implement its approved environmental management plan.

The ECC contains specific measures and conditions that the project proponent has to undertake before and during the operation of a project, and in some cases, during the project’s abandonment phase to mitigate identified environmental impacts.

The DENR initially allowed the cutting of 79 trees. A resurvey however only entailed cutting only 58 trees, saving 21 trees that are mostly pine trees.

Environment Secretary Ramon Paje said that he required 100 trees to planted for every tree cut for the athletic oval project.
