Proposed measure backed, nixed

Several urban poor organizations is supporting the proposed ordinance in Cebu City imposing a moratorium in all the demolitions to be passed.

The Alliance of People’s Organizations Working for Empowerment and Resettlement, Kilusan para sa Pambansang Demokrasya-Cebu, Sanlakas Cebu and Kaabag sa Sugbo were among the organizations who came and supported the proposed moratorium.

However, Collin Rosell, Division for the Welfare of the Urban Poor (DWUP) chairman, opposed the proposal.

Rosell, a lawyer, said the proposed ordinance will contradict the existing provision of the Urban Development Housing Act, which states that the government should provide rational use and development of urban land and uplift the conditions of the underprivileged and homeless citizens in urban areas and in resettlement areas by making available to them decent housing at affordable cost.

Rosell said that the easiest way to solve the problem is to grant emergency power to the mayor in order to utilize all the resources and give better relocation sites to the urban poor./CTU Intern Marc Eric Cosep
