FORMER Deputy House Speaker Pablo Garcia filed charges against Cebu Gov. Hilario Davide III, Vice Governor Agnes Magpale and provincial legal officer Orvi Ortega for allegedly using the P70 pork barrel that he deposited in the provincia government as a “trust fund” during his tenure as congressman.

The three officials were charged with technical malversation, falsification of public documents and violation of the anti-graft and corrupt practices act at the Ombudsman-Visayas Friday morning.

“The respondents falsified the Supreme Court’s ruling to make it appear that they can use my PDAF even if it is prohibited by the High Court. That is an unmitigated, deceitful and diabolical emasculation and falsificationn of the SC decision to give it a vastly different meaning and implication,” Garcia said.
