Sitoy wants rules in admin cases revised

Cebu Provincial Board Member Arleigh Sitoy is proposing an ordinance providing a “more effective set of rules to ensure the speedy resolution of the cases” filed before the province.

“There is an impending need to adopt, incorporate into and make an integral part of the Sangguniang Panlalawigan Rules of Procedure (House Rules) a revised internal rules and procedures governing Investigation of Administrative Cases Against Elective Municipal Officials of the Province of Cebu while still adhering with the Local Government Code of the Philippines,” Sitoy explained.

The PB will tackle the ordinance on first reading today.

Sitoy’s proposal came amid the high number of administrative cases pending the Committee on Discipline and Investigation’s (CODI), including that between Dumanjug Mayor Nelson Garcia and Vice Mayor Efren Gica.

Garcia insisted that the CODI headed by Sitoy bypassed a number of procedures in the PB’s prescribed guidelines and procedures in handling administrative cases.
